Interior finish acceptance should specify substrate preparation, required assemblies and the intended visual standard. Paint can conceal defects without resolving moisture or fire/acoustic requirements.

Work through this decision
- Reconcile rated and moisture-sensitive assemblies with drawings.
- Approve preparation and a representative finish area.
- Document conditions before concealment and protect completed work.
Evidence to collect
| Evidence | How to use it |
|---|---|
| Assembly schedule | identify required layers and details. |
| Finish specification | define preparation and acceptance conditions. |
| Moisture | investigate staining or damage before coating. |
The mistake to catch before committing
A freshly painted surface is not proof that a leak, mold condition or required wall assembly is resolved. Covered pre-1978 disturbance may also invoke lead-safe work requirements.
Connect the scope to DC approvals and closeout
Use the current DOB permit instructions to identify the application route for the actual work and building use. One- and two-family work and commercial projects do not always follow the same intake route. A contractor estimate is not evidence that required permits, trade reviews or inspections are included. Ask the designer and contractor to identify the approval and inspection dependencies in writing.
DOB warns that its integrated 2017 code books do not show amendments adopted after May 29, 2020; Title 12 DCMR is the official text to confirm. A code modernization announcement does not itself establish which provisions govern your application. Record the governing edition and amendments on the design basis.
| Control point | Record to retain |

| Before work | Issued scope, approved drawings, responsibility for each trade and any conditions |
| Before concealment | Required inspection result, approved revision if conditions differ, and dated photos |
| Before final payment | Final results, unresolved deficiencies, warranties, manuals and turnover records |
