OTR resources help reconcile assessment, tax class, bill, relief and appeal questions. Use the current property record and tax year instead of carrying a seller's bill forward unchanged.

| Benefit | document owner/use eligibility and effective dates. |
| Appeal | verify deadline and supporting evidence. |
The mistake to catch before committing
An assessment is not an appraisal for your renovated exit. Owner-specific relief or a changing classification can make historical tax expense a poor forecast for the next owner.
Translate building facts into supportable operating income
Open the DC agency background for this decision
Start with permitted use and actual occupancy, then reconcile the rent roll to executed leases and collections. For commercial space, abstract rent steps, options, reimbursements, concessions, landlord work and tenant-improvement obligations. Signed rent, collected rent and a broker’s projected rent are different evidence.
Annual NOI equals effective operating income less the operating expenses included in your chosen definition. Show vacancy, collection loss, taxes, insurance, management, repairs and owner-paid utilities. Keep debt service, acquisition costs and capital work separate; show lender reserve treatment explicitly. Confirm the tax class and assessment rather than carrying forward a seller’s unusually low bill.
| Stress | Recalculate |
|---|---|
| Lower income | Collected revenue, vacancy, reimbursement recovery and NOI |
| Later stabilization | Carry, leasing costs, remaining capital and peak cash |
| Weaker exit | NOI divided by the assumed exit cap, selling costs and payoff |
